Frequently asked questions

We believe in transparency and providing clear answers to your most pressing questions. Here, you'll find detailed information about our Model C Sponsor Nonprofit Structure, program requirements, and how we serve our community.

What is a Model C Sponsor Nonprofit Structure?

A Model C Sponsor Nonprofit Structure is a controlled fiscal sponsorship arrangement where the sponsor nonprofit legally applies for and receives grant funding while The Development Project Corporation (TDPC) operates, manages, and executes the entire project. The sponsor holds funding authority only, and TDPC maintains full operational control.

Who specifically are you trying to help with your programs?

The Development Project Corporation (TDPC) serves low-to-moderate income (LMI) individuals, families, young adults, justice-involved individuals, veterans, and underserved communities seeking workforce training, housing stabilization, re-entry support, and economic development opportunities.

Programs are designed to support individuals who meet eligibility requirements based on federal, state, and county funding guidelines, including income qualification, employment status, and program-specific criteria.

TDPC also works with contractors, vendors, and nonprofit organizations seeking to participate in federally and locally funded projects under a structured and compliant program framework.

What are the requirements to become a Model C Sponsor Nonprofit?

To qualify as a sponsor nonprofit, the organization must maintain active federal, state, and county compliance including: Active SAM.gov registration with UEI, verified EIN matching IRS records, active Grants.gov account with Authorized Organization Representative (AOR), completed nonprofit documentation (Articles, Bylaws, Board Resolution), financial statements and bank verification, registration with applicable state programs (FDACS if applicable), and registration in county grant portals (Neighborly or equivalent). Failure to maintain compliance will impact eligibility.

How can individuals get started with your programs?

Individuals can begin the enrollment process by submitting an application through TDPC’s official website or through an approved referral partner.

All applicants must complete an intake process, including eligibility verification, required documentation, and program-specific assessments. Approval is required prior to participation in any program.

Organizations, vendors, and nonprofit partners must complete the TDPC Compliance and Verification Process before participating in any funded project. This includes federal registration requirements such as SAM.gov and UEI validation.

All applications and partnership requests are reviewed and approved by TDPC prior to onboarding.

How does the Sponsor Nonprofit get paid?

Sponsor Nonprofits receive a fixed compensation of 1.5% per contract under the TDPC Model C Sponsorship Structure.

Payment is issued only after grant or contract funds are received and approved for release by The Development Project Corporation (TDPC). No upfront payments or automatic disbursements are permitted.

All payments are subject to TDPC authorization to ensure compliance with federal, state, and county funding regulations, as well as proper financial oversight and audit requirements.
